Critical Home Repairs Grant Program
For residential property owners within the “River to Rail” Neighborhood District
In partnership with Greater Bergen Community Action, the Garfield River to Rail Neighborhood District and the City of Garfield are excited to offer grant opportunities to homeowners to assist with critical repairs that will improve the health, safety, and aesthetic appeal.
WHO IS ELIGIBLE?
Homeowners* who own a 1-4 family home within the River to Rail Neighborhood.
*Please note: prioritization will be given to property owners who use the property as their principal residence. Seniors, disabled residents, and those with incomes below 80% of the area median income will be prioritized above all.

ELIGIBLE COSTS
The program will fund projects that create healthier, safer, and more visually appealing homes.
Eligible projects will be funded at a maximum of $50,000.

Common rehabilitation interventions include:

Roof replacement and/or gutter and leader replacement

Driveway replacement
-
Deck, patio, railing, and stair replacement

Outdoor lighting enhancements
-
Drainage improvements to deter standing water

Painting and re-siding
-
Brick repointing and masonry
-
Solar installation
-
Window and door replacement
-
Retaining wall restoration or replacement

Security and surveillance infrastructure
Common interior health and safety issues or non-code
compliance rehabilitation interventions include:

Lead-based paint

Radon
-
Asbestos
-
Mold
-
Lack of smoke and carbon monoxide detectors/fire extinguishers

Air filtration and ventilation
-
Out-of-code or faulty electrical systems
-
Out-of-code or faulty plumbing systems

Basement moisture
-
Rodents and pests
-
Water-damaged interior

on a first-come, first-serve basis.

Supporting Documents
1. Income verification documents: copies of current payroll stubs or signed employer verification of income, certifications of income from non-payroll sources such as unemployment and disability compensation, worker’s compensation and severance pay, Aid to Families of Dependent Children (AFDC), or Supplemental Security Income (SSI), copies of Social Security earnings statements, other annuity or retirement income statements.
PLEASE NOTE: For Applicants and/or Members of Household with no income, signed and notarized copies of: “Affidavit of No Income” (for Applicant and for Members of Household), “Certification of No Income Tax Filing” (for Applicant and for Members of Household).
2. Signed “Right of Entry” form
3. Copies of Social Security Cards or equivalent documentation for all household members
4. Proof of residence at the property, proof of ownership (copy of mortgage deed, rental agreement, or county tax record), copy of property deed (only one copy of the first page showing all current owners. May be obtained through your local town clerk).
